Microwave cream cheese in the lid of the Casserole for 30 seconds to soften. Remove from microwave and spread cream cheese evenly on bottom of Casserole lid. Pour chili over cream cheese. Spread salsa over chili, if desired. Top with shredded cheddar cheese and microwave for 5 minutes, or until cheese is melted. Serve tortilla chips in base of Casserole.
